[RFC PATCH 2/4] fpga: Add new properties to support user-key encrypted bitstream loading

This patch Adds ‘encrypted-key-name’ and
‘encrypted-user-key-fpga-config’ properties
to support user-key encrypted bitstream loading
use case.
