[PATCH v5] arm-soc: Add support for Sigma Designs Tango4 platforms

Support Tango4 platforms (single and dual core SoCs) built around the
ARM Cortex-A9 MPCore.

Tango4 is not to be confused with Tango3, which was built around the
MIPS 74kf.
