[PATCH 2/3] clocksource: move arm dual timer into drivers/clocksource

Move arm dual timer sp804 into drivers/clocksource, update the Kconfig,
makefile, so the code is co-located with other clocksource drivers, and
the sp804 can be enabled by ARM/ARM64.
