Does this add on to ARM_ATAG_DTB_COMPAT [1]?  Perhaps APPENDED_DTB
should select it?

Maybe the answer is as simple as having the driver pull the mac address
from the dtb while ARM_ATAG_DTB_COMPAT is configured.
