[RFC PATCH 8/8] Revert "Revert "arm: remove unused restart trampoline""

This reverts commit b7913c74b230d2f4fbdb6928a099933bb15f8e49.

Now that we perform system call restarting in the kernel, we can safely
remove the OABI restart trampoline.
