[PATCH 2/7 v6] Add the clock framework for Telechips TCC8xxx processors.

The previous implementation contains a rather confusing handling of
(struct clk)->root_id, adding and subtracting 1 all the time. This
is a clearer version of the patch for adding the clock framework for
Telechips TCC8xxx processors.
