[GIT PULL] Amlogic clock header updates for v4.12

Steven, Mike,

In order to restructure things so we only have clock headers/bindings in
the dependencies needed by the Amlogic DT patches, I've split up the
clock branch you've collected for us into a headers part and a drivers
part.   Here's a pull req for the headers.
