Um, that should be MACSEC_OFFLOAD_MAX, right? offload will take the
values MACSEC_OFFLOAD_OFF, _PHY, _MAC, and not
MACSEC_OFFLOAD_ATTR_UNSPEC, _TYPE, _PAD.
