libnl-3.0 release

Hello everyone

I'm pleased to announce the release of libnl-3.0. I believe the
API has reached a state which can be frozen and considered stable.
All further changes will be made with API/ABI stability in mind.
The need for another development tree may arise at some point in
the future, however, such a move is not to be expected in the near
future.

Going forward, please make sure any patches do not break API/ABI.
