Not entirely sure what you mean by that. If you have a package
which depends on libnl-dev and your are thus looking for libnl-dev
then you need to ask for support from your distribution.

libNAME-dev usually refers to distribution packages which include
not only the shared library but header files and other ressources
required to compile source files against said library.
