libnl, tbf trivial proggie - test failed

Hi

Unable to find out issue, maybe someone can point me to solution...
I wrote simple prog ( http://www.nuclearcat.com/files/nltest.tbf.c ), that 
will fetch qdisc, and change rate there.
Whatever i do, while trying to add tbf qdisc (tried change also) - it wont 
work. On _add it gives error -7, on change return code is 0, but nothing is 
changed.

Any idea why it is like that?
