Hi crass,

I have reverted your changes 1007: libical-dev package should include .la files.
developement package should contain .la files if really needed and we
don't need them.
pkgconfig is used instead. Indeed, there's some exceptions (i.e. KDE3)
but not for libical case.

@wilfried/crass: do you want support from Debian >= 5.0 (lenny/stable)
or from >= 4.0 (etch/oldstable)?
