[Freeassociation-devel] build and deb packaging changes

I've committed some changes to the build, debian build, and added the
building of python-libical deb.  Could you guys please verify that this
works for you?  I've removed some make rules which appeared to do
nothing in the libicalss build.

Also, is there any reason why debian/libical0.substvars is in svn?  It
is automatically generated for me when I do the deb build.  If there's
no objection, I'll remove it (I've already tested building the deb with
it initially not there and it builds fine).
