[Freeassociation-devel] libical-0.44 tests failure: expected?

Hi, I've tried to run libical-0.44 testsuite but lot's of test fail.
I've tried to investigate one failure:

not ok 24 - America/Los_Angeles local time is 2000-11-03 10:30:30

and it looks like it should not fail.

20001103T183030Z really should be 2000-11-03 10:30:30 at
America/Los_Angeles timezone:

while printf put in regression.c shows that ical returns 11:30.

I've tried to play with dates and for some reason libical assumes that
daylight saving is disabled only after 20001105 while it should do this
on 20001101:

America/Los_Angeles  Sun Oct 29 08:59:59 2000 UTC = Sun Oct 29 01:59:59 2000 PDT isdst=1
America/Los_Angeles  Sun Oct 29 09:00:00 2000 UTC = Sun Oct 29 01:00:00 2000 PST isdst=0


The question is, are this failures expected or is my system broken?
