 There are definitely no longer any plans to implement a calendar server.  
That function has been well handled by several downstream projects.  (In 
fact, you'd be hard pressed to find any non-Microsoft calendar server that 
*doesn't* use libical!)  
   
 Removing the libicalcap/ directory has been discussed, but there are some 
concerns about side effects of doing so, such as breaking downstream 
projects that have ties into that directory for one reason or another.  In 
particular, there are things in there that mention Evolution; we would 
hate to break the Evolution build at the same time that they're trying to 
unfork.
