Libertas slow when other processes use udp on localhost

As a follow-up to the previous email, I've cleaned up and added some  
usage guidelines to the test case.  Still does exactly the same thing:  
starts a udp conversation between a client and a server, which brings  
ssh transfers to a crawl over WiFi.  Over wired-lan, everything goes  
very smoothly.
