uhm, I might say something very noobish, but...

are all packages groups/uids added  to /etc/passwd which is a static 
text file?

Would it make sense to backup/restore it on sysupgrade (if it isn't 
already in the whitelist)?

That way services get random uids but they are preserved across 
sysupgrades in a very easy way.
