Based on timestamps on faillogs directories, the problems have started on approx. on 25 Jan 2017, as the earliest mass failures are visible from those dates. (Note that the upper level directories hold the date since when there always been a failure log for the package. The failure log itself has the date of the last buildbot run.)

There were several changes in buildbot phase 1 logic on 22-24 January, so this might be an effect of those changes.
