SAE without has_driver_key_mgmt: WPA2 for WPA3-Personal Compatibility?

Follow up to another report regarding SAE support without it present in 
key_mgmt:

It seems that wpa_bss_get_rsne → wpas_rsn_overriding → 
wpa_bss_supported_rsne → wpa_bss_supported_key_mgmt
checks for key_mgmt features and will select WPA2 when the AP is 
configured in WPA3-Personal Compatibility mode with RSN Override.
