why driver_wired doesn't implement netlink_config

Hello,

I see that wired driver in wpa_supplicant code doesn't implement any
netlink cb.
This results in wired devices do nothing when netlink messages are sent
from the kernel. For example it doesn't perform re-authentication as
expected when physical link change, since there is no cb for RTM_NEWLINK
and it simply returns.
Could I please get a clarification for why wired devices miss this code?
