Didn't look into it in-depth. But, I think we pretty much do not use
the preference value except for the special "0" value. This is not
really new though.
As far as I can tell, you did allow staying on the old AP (i.e.
preference of 1). So the behaviour you saw is still within the
specification, even if it might seem weird.
I guess with "better BTM request", you mean setting the preference to
zero. I believe that should make it work as expected.
Note that I have nothing against improving the logic to take the
preference value into account. That said, I do believe that is not a
trivial change and I kind of doubt that it actually helps much with AP
interoperability.
