BUG: per_sta_vif and sae_passphrase's vlanid are not compatible

I'm sorry for the rapid reply but I just noticed another issue with 
sae_passphrase's vlanid that occurs even when per_sta_vif is disabled 
(and it might be related to the originally reported issue).

It seems like when per_sta_vif is disabled, it works properly on the 
first connect but after a client disconnects it doesn't work anymore. 
Nothing seems to be off in the logs either.
