How the hostapd project is currently maintained ?

Hello, mailing list,

I noticed that Jouni Malinen seems to have been inactive on the mailing list for 
over three months, but the hostap git repo still receives some updates [1]. 
So, how is the project currently maintained? Which developers have direct commit 
access to the git repo? How should people submit their patches?

Additionally, out of curiosity, I checked some recent commit records and noticed
that all author emails for patches not submitted through the mailing list seem
to end with @quicinc.com, indicating Qualcomm Innovation Center, Inc. Is there
any relationship between this project and Qualcomm?
