hostapd EAP-TLS AND WPA-PSK during transition period

I've been able to set up :
       a hostapd.conf for EAP-TLS that works,
and a hostapd.conf for WPA-PSK that works.

Is there a way I can allow both during a transition period to move
everyone from PSK to EAP-TLS ?

i've tried to add a catch all line (using *) at the end of my hostapd_eap_user

"client1"  TLS
*              MD5   "mypassword"

but that doesn't seem to work at all. (even if i remove the TLS line)
