wpa_ctrl is a client of a socket whose server is...?

Hi,
I found out that hostapd_cli request go to a wpa_ctrl and then on a socket
on port 9877. But who is listening to that?

In other words, wpa_ctrl performs as a client of a socket whose server
is...?
