[PATCH] IAPP: Set SO_REUSEADDR on listening socket

Hello,

This patch sets the SO_REUSEADDR option to the IAPP listening socket and comes
as a follow-up to https://patchwork.ozlabs.org/patch/542556/ (that wasn't
merged).

This will allow the use of IAPP in configurations in which there are more than
one BSSIDs or interfaces on a single system.
