It shouldn't be masking config_methods bits from M2. I cannot reproduce
this with the current snapshot. With config_methods="label
virtual_display virtual_push_button keypad", M2 from hostapd goes out
with Config Methods 0x238c (i.e., Label, Display, Virtual Display, Push
Button, Virtual Push Button, and Keypad bits set to 1).

I'm not sure how you are testing this, but please keep in mind that if
the AP has UPnP enabled, the M2 could be from an external Registrar and
hostapd is just proxying it to the Enrollee.
