With the ROAM command, it needs to be noted that it is for testing
purposes only and whatever uses it needs to make sure that both the
wpa_supplicant BSS table and the cached kernel driver (or cfg80211) scan
results for the target AP exist.

ROAM is for over-the-air while FT_DS is equivalent for over-the-DS.
