Channel 165 not allowed for P2P

There is, but I'm not sure I can recall all the details anymore.. ;-)

The best I can come up with now is the difference in how channels
149-161 are in operating class 124 while those plus 165 are in operating
class 125. The key difference for 165 is in that one not allowing
NomadicBehavior, i.e., it is for fixed stations. The thinking here was
assuming that most P2P use cases would be for a device that may change
its location and as such, leaving out 165 sounds reasonable. In general,
the preference for P2P use has been to be pretty conservative in which
channels are allowed.
