That frame is an Action frame sent by the station to indicate that it
did not support a Block Ack Action frame from the AP. I'm not sure why
the AP (something in kernel code, I would assume) tried to set up block
acks, but anyway, hostapd is just ignoring this frame and I would expect
that it can be ignored in practice.
