[PATCHv9] Use radius supplied Passphrase for WPA-PSK

Hi,

please find attached a new revision of the patch. I improved the documentation and
added some checks to let hostapd to point out misconfigurations to the user.
Further, the radius Tunnel-Password can now be made optional (vs. ignored / required).
