RTM_NEWLINK, cmd=0x8b15

I have an atheros card using the ath5k driver (the build's probably a
little old), and a connection set up as WPA with radius
authentication.  Sometimes, every 10 minutes or so, I start seeing TCP
connections drop.  Here's what I see in the log at the same time.
Always these messages.

RTM_NEWLINK: operstate=1 ifi_flags=0x1043 ([UP][RUNNING])

Does anyone know what RTM_NEWLINK or cmd 0x8b15 is?  Is it sent from the driver?
