madwifi driver interface in hostapd does not use hw_mode parameter at
all, so this needs to be configured directly with the driver (i.e., with
that iwpriv command). Many of the channel/mode/rate etc. low-level
802.11 parameters in hostapd.conf are ignored when using madwifi driver.
