Here's the first error (or at least, here's the first thing that looks
like an error).  I suspect this may be the cause of the whole issue, but
either way, it'd probably be good to get this fixed first.

According to your data above, there is no line 3 in this file -- is the
third line blank?  If so, does it make any difference if you remove the
blank line?  (I don't know how picky the hostapd.radius_clients parser
is.)

I suspect these are because of the error trying to read the file.

There are also a few errors farther down in the dump, but I think fixing
this one first is probably the way to go.
