wpa_supplicant: "reconfigure" calls have no effect

Does it work any better if you update the configuration directly,
instead of having wpa_supplicant re-read its config file?  wpa_cli can
send "please add a network with these parameters" requests (I think
using "add_network"?  not sure on that though, you'd have to check the
documentation) to wpa_supplicant, which will then add that network to
its list.  IIRC, you can even write out the new config file with another
request, if you need to.

(And you don't necessarily have to use wpa_cli to do this, either: any
process with enough privileges can connect to the named socket/pipe and
issue requests over that connection.  wpa_cli may work for you anyway,
but if not, it's not needed.)
