[hostap driver] not authenticating when used w/ wpa-supplicant / network-manager

This looks like a firmware issues or to be more exact, some kind of
misunderstanding between the firmware and driver on how exactly the
configuration should be set. In other words, if there is difference here
in behavior between two different firmware versions for an open network,
this would likely need to be worked around somehow in the driver.

Is this issue showing up only with open network (i.e., does this work
with WPA using both 1.7.1 and 1.8.0 firmware)?
