And if the driver doesn't do it by itself? Madwifi driver has auto roaming
hard coded disabled by default! Also relying on the driver or the roaming is
hardware dependent since the roaming algorithm is implemented into the driver
and it could be not smart enough for the particular application.

On the other hand wpa_supplicant is the perfect candidate to implement a smart
roaming algorithm. Moreover setting "ap_scan=1" means that "wpa_supplicant
initiates scanning and AP selection (default)".
