How to arrange for the supplicant to continue to Scan & Detect SSIDs while connected to a hidden SSID (ap_scan=2)?

When I am connected to a hidden ssid the scan timeout appears to be 0
and the supplicant / service does not seem to scan to detect the
surrounding SSIDs.

How can I reset that timeout or otherwise get the sup / service to
automatically scan?
