[PATCH] add frequency to network block config

Adds a frequency key to network configuration blocks, specified in MHz.
If specified, the frequency for a network block overrides _any_ scanned
BSSID frequency on the grounds that the user knows best.  Necessary for
Ad-Hoc networks in which the user creating a non-existing Ad-Hoc network
with a given frequency/channel#.
