Yes, you can run it as a service with 0.5.x versions. The binary build
comes with two versions: wpa_supplicant.exe, which is more or less like
Linux versions, and wpasvc.exe, which can be registered as a Windows
service. README-Windows.txt has more information on how to use
wpasvc.exe.

I haven't tried this myself, but I believe that some people are indeed
starting wpa_supplicant as a service before anyone logs in. There has
been some discussion on this mailing list about reducing start up delays
by making sure that WinPcap service is started early enough.
