data transmission delay after a successful manual association?

I am using hostap 0.4.9 in my notebook. For a test, I set it to be 'Manual' 
roaming mode by using:

iwpriv wlan0 host_roaming 2

And then I have two APs, I want to manually join one of them by command:

iwconfig wlan0 channel 10 ap 00:14:6c:2d:af:b0
or
iwconfig wlan0 channel 11 ap 00:14:6c:2d:ac:c1

The signallings ( including authentication and association) is very fast. 
but I found, after the notebook got the

association response. the upper layer data packets must still delay for 
about one second to send, but the card can

receive data from AP immediately.

if I set the two APs in the same channel. the one second delay is not 
needed, and after the card got association response,

it can send and receive data immediately.

So can anyone help me out of this question? or give me the direction where I 
should go.
