Questions about wpa_cli and wpa_supplicant

Hello all,
I have two questions about wpa_cli and wpa_supplicant
1.After I use command "disconnect" in wpa_cli, the status shows 
"DISCONNECTED",the AP can also be pinged, why? How can I really disconnect 
the connection?
2.Assume I added two networks(net A and net B) in wpa_cli and net A was 
associated successfully, when I walk from net A to net B, does 
wpa_supplicant automaticlly switch 
from A to B?
