FCC part 15

Anybody know about this? 
Is it true that although I have an Atheros card (mini Pci) and
FCC has approved the vendor who sold me the card, I have to go
and get FCC certification if I sell it in a box I am making?
Someone told told me this, but if it is true it sounds like
double dipping on the FCC's part.
