Compiling wpa_supplicant on windows

In fact, I think my project build with Visual C++ wasn't good, I have 
choose to create a WIN32 console Application, but it's not possible to 
use the .conf file with it...
And I'm not able to run the CygWin prog.
So which editor do you advise me first ?
