l2 trigger mechanism with host ap

Hi,
  I am new to hostap and i wanted to do the following. I wanted hostap to
provide an L2 trigger mechanism so that i can do something when a new
link comes up. Does hostap provide it already...if so, is the trigger
sent to the kernel space? If not, how do i make it provide one.
