ndis_events.exe problem

wpa_supplicant uses polling for the current BSSID as a fallback
mechanism for detecting connect/disconnect event, so if you are not
looking into getting WPA2 pre-authentication working (which requires
PMKSA candidate events), you should be able to use wpa_supplicant
without ndis_events.exe. However, it would be useful to figure out what
is causing ndis_events not to work on your system. This is the first
time I have heard of similar error case with it.
