File name or the extension does not really have anything to do with the
contents of the file.. It's just a convention to use .pem for files that
have PEM/BASE64 format.

Anyway, wpa_supplicant should accept both PEM and DER formats for the
files. DER/ASN1 is tried first and if parsing fails, the file is
assumed to be using PEM.

And what do these files actually contain (e.g., what does 'file *.cer'
tell)? Another quick test would be to just configure them for
wpa_supplicant and see what happens..
