reducing transmission rate problem

Hi All,
I am using hostap0.2.4 and fedora core2 on 2.6.5-1.358
kernel and US robotics cards. I am trying to increasse
the transmission rate to 11M when it is 2Mbps by doing
iwconfig wlan0 rate 11M
But the transmission rate still remains at 2Mbps.Isn't
this supposed to fix the rate at 11M?Sometimes it
changes to 11M and it remains fixed on that value. I
understand that one cannot increase the rate when the
card cant transmit at that rate given the channel
interference. Hence I am using a channel which has
least interference. I am also reducing the
transmission power value to achieve multihop setup.So
is there a constraint on setting rate values at
different power levels?I want to increase the rate so
as to achieve better throughput.
could anyone please help me?
