Set KERNEL_SRC in the Makefile for wireless tools to the kernel tree you
are using.  Wireless Extension v12 is used in Linux 2.4.18 and older.
Perhaps you have old headers in /usr/include/linux installed by the
distribution.

Another solution is to use wireless_tools.27.pre16, which doesn't use
kernel headers at all.

The interface is down.  Use "ifconfig -a" to see all interfaces.
