RTS / CTS control

Hello,
 
Can I adjust the HostAP source code to let AP decide whether to accept
or to reject specific RTS from other nodes?
(Or can I make an AP to send CTS without any RTS from other nodes?)
 
If possible, what kinda codes do I need to modify?
If not, is that process done by WLAN card?
